The recently adopted Net-Zero Industry Act (NZIA) represents a pivotal shift in the European Union’s industrial policy, particularly in response to concerns about the EU's competitiveness in a low-carbon world. Heavily reliant on heavy industry yet possessing significant potential for developing new industries around decarbonization, Romania sees the NZIA as an opportunity to become a key player in the low-carbon industry and to overcome longstanding institutional barriers that have hindered such development.
